Solar power plants burden the counties that host them

When it comes to attracting business to California's eastern deserts, Inyo County is none too choosy.

Since the 19th century the sparsely populated county has worked to attract industries shunned by others, including gold, tungsten and salt mining. The message: Your business may be messy, but if you plan to hire our residents, the welcome mat is out.

So the county grew giddy last year as it began to consider hosting a huge, clean industry. BrightSource Energy, developer of the proposed $2.7-billion Hidden Hills solar power plant 230 miles northeast of Los Angeles, promised a bounty of jobs and a windfall in tax receipts. In a county that issued just six building permits in 2011, Inyo officials first estimated that property taxes from the facility would boost the general fund 17%.

But upon closer inspection, the picture didn't seem so rosy.

An economic consultant hired by the county found that property tax revenue would be a fraction of the customary amount because portions of the plant qualifiy for a solar tax exclusion. Fewer than 10 local workers would land permanent positions ? and just 5% of the construction jobs would be filled by county residents. And construction workers are likely to spend their money across the nearby state line, in Nevada.

Worse, the project would cost the county $11 million to $12 million during the 30-month construction phase, with much of the money going to upgrade a historic two-lane road to the plant. Once the plant begins operation, the county estimates taxpayers will foot the bill for nearly $2 million a year in additional public safety and other services.

Two of California's other Mojave Desert counties, Riverside and San Bernardino, have made similar discoveries. Like Inyo, they are now pushing back against solar developers, asking them to cover the costs of servicing the new industry.

"Southern California is going to become the home to the state's ability to meet its solar goals," said Gerry Newcombe, public works director for San Bernardino County. "That's great, but where are the benefits to the county?"

Desert counties also are anticipating costly shifts in land use, including the conversion of taxable private property into habitat for endangered species. Solar developers are required to buy land to offset the loss of habitat caused by their projects. Once the property is acquired, it cannot be developed, which reduces its potential for tax revenue.

Two of the largest solar plants in the world are under construction in San Bernardino County. But county officials are not sure if revenue from the projects will offset the cost of additional fire and safety services, which analysts say will amount to millions of dollars a year.

For example, the $2.2-billion Ivanpah solar project at the county's eastern border has agreed to pay $377,000 annually, but that may not be enough to cover the county's new costs related to the plant. The county doesn't know how much solar plants will drain from its budget because the projects are being planned and approved too quickly for adequate analysis, officials say.

"We really support private development and generating jobs," Newcombe said. "On the other hand, I am concerned that it's going too fast. I don't know that we've had a chance to appreciate the long-term impacts."

The county is also worried because most of the land inside its borders is owned by the federal government, and up to 1 million acres of that ? nearly 8% of the county ? could be set aside for solar development, removing it from public access and recreational opportunities, Newcombe said.

Counties that object to the pace of development, however, have been scolded for standing in the way of progress. Not only is renewable energy a priority of the Obama administration, it is also the darling of California's chief executive.

Gov. Jerry Brown has vowed to "crush" opponents of solar projects. At the launch of a solar farm near Sacramento, the governor pledged: "It's not easy. There are gonna be screw-ups. There are gonna be bankruptcies. There'll be indictments and there'll be deaths. But we're gonna keep going ? and nothing's gonna stop me."

Counties have little say because the state controls planning and licensing of large-scale projects. The California Energy Commission issues the permits for utility-scale solar farms, and counties depend on the commission's staff to look out for their interests.

To the extent that California counties are pushing back against industrial solar, the rebellion began in Riverside County more than a year ago.

Some 20 utility-scale solar farms are proposed in the eastern stretch of the county on 118,000 acres of federal land along the Interstate 10 corridor between Desert Center and Blythe.

The Riverside County Board of Supervisors considered charging companies a franchise fee to offset the effects on roads and public services and to compensate for the loss of recreation and tourism access to the 185 square miles of federal land. Local officials saw it as a matter of fairness. Public utilities pay 2% of gross receipts to the county, for example.

NEW YORK (AP) ? Baltimore Ravens star safety Ed Reed was suspended for one game by the NFL on Monday for repeated hits to the head and neck area of defenseless players.

The 11-year veteran will miss Sunday's game against San Diego, which will cost him one game check of more than $400,000.

Reed is suspended for three violations of the player safety rules in the past three seasons. The latest came in Sunday night's 13-10 victory over Pittsburgh when he was penalized for unnecessary roughness in the third quarter for a hit to the head of receiver Emmanuel Sanders.

Reed also was penalized Sept. 23 against the Patriots for unnecessary roughness and fined $21,000 for striking Deion Branch when the receiver was defenseless.

Before that, Reed hit Saints quarterback Drew Brees on Dec. 19, 2010, and was fined $10,000.

"We cannot tolerate repeated violations of rules, especially rules related to player safety," NFL executive vice president of football operations Ray Anderson said Monday. "We will continue to take the strongest possible action to deter these types of violations and protect our players."

Steelers safety Ryan Clark tweeted: "Tough on Ed getting suspended. I can't say that I agree w that. It was a penalty but I don't believe he was intentionally trying to harm E."

Under the collective bargaining agreement with the players' union, the suspension can be appealed within three days. An expedited hearing and decision would take place this week.

Appeals are heard by either Art Shell or Ted Cottrell, the officers jointly appointed by the NFL and NFL Players Association.

Ravens coach John Harbaugh disagreed with the league's ruling, saying: "I was very surprised, I didn't see that one coming."

"They were all inadvertent," Harbaugh said of the three hits cited by the NFL. "None of those were with the intent to injure or to harm in any way. I think when you look at the hits it's pretty obvious. When you look at Ed, he respects the game, he respects the players."

Reed is the second player suspended this season for violating rules designed to protect players. Denver linebacker Joe Mays was barred for one game for an illegal hit against Houston quarterback Matt Schaub on Sept. 23.

Others suspended for similar hits in past seasons include Steelers linebacker James Harrison and Lions defensive tackle Ndamukong Suh in 2011; Panthers defensive back Dante Wesley in 2009; Tampa Bay DB Elbert Mack and New York Jets safety Eric Smith in 2008; and Cowboys safety Roy Williams in 2007; and Titans DT Albert Haynesworth in 2006.

When I received my nomination for Best Online Media in the 2012 Ghana UK Base Achievement (GOBI) Awards, I was beside myself with joy because it was the first time that my blog, www.ameyawdebrah.com had been nominated for anything.? Of course later on, I would be nominated for the National Youth Achievement Awards and the Ghana Fashion Awards.? A good year for me? Needless to say, I was feeling lucky! I made my flight arrangements for November 9-26 so I could attend the GOBI Awards in UK and as well cover the Ghana Music Awards Europe on November 24. Little did I know the trip would be filled with eventualities and ?heartbreaks?. Well, and a lot of food also!

A new experience with Virgin

I guess by now, it is obvious that my airline of choice to the UK is Virgin Atlantic. After having my first Virgin experience earlier in the year, I was looking forward to my trip with my ever-ready palate for good food. ?My flight was scheduled for 11 am, so got to the airport by 10 am and after checking in and going through customs I made my way to my Premium Economy seat. Immediately I sat down, I was asked for my choice of drink and even before the plane would fill up, I was sipping on my orange juice.

Soon, we took off and needless to say, all that was on my mind was what could be on the menu.? The cabin crew finally delivered the menu revealing a tasty selection of traditional and contemporary cuisine with a choice of red or white wine from Berry Bros and Rudd, one of UK?s most innovative wine merchants, boasting five Masters of Wine.? Also on offer was a selection of complimentary drinks throughout the flight, including beers, spirits and soft drinks.? Ok, now over to the food! And of course I couldn?t help but wonder if I could request for the Spinach ravioli with mushroom cream sauce and Parmesan cheese, and ?the pan-fried panga fish with jollof rice, tomato stew, palava and kelewele in addition. After all, there weren?t that many people onboard the flight; surely the was plenty to go around. Soon came the yummy dessert, Tiramisu, an Italian cake with coffee sauce. ?Also adding to the wining and dining experience was the use of? silver cutlery set, plates and glasses.? Now I can?t wait to try out Upper? Class.

Enough of the food, there was more to enjoy on the flight beside the food. The Virgin Media in-flight entertainment as usual had an impressive list of movie releases, TV shows , music and games to choose from. ?I was also excited to discover ?the ?new touchscreen tablet-based Virgin Atlantic in-flight entertainment system, known as Vera Touch.? The Samsung device also gives passengers the option of movies, TV shows and music; only on a wider screen with crispy clears pictures. ?Before the entertainment on the v-port started, I watched the first episode of? ?Don?t Trust the B?- in Apartment 23? on the Vera and continued my viewing pleasure with ?Total Recall?, ?American Reunion?? on the v-port. Then it was back to the Vera for? ?Two Days in New York?, in fact I was spoilt for choice. In between? the movies I skimmed through ?Electronic Earth?, the smash hit debut studio album from British singer-producer Labrinth. And yes, I played? one of my favourite songs of the moment, ?Beneath Your Beautiful?, which features Scottish star Emeli Sande, over and over again on the Vera device.

Before landing, I warmed myself up with a cup of tea and delicious finger sandwiches with chicken and coleslaw and cheese and tomato. I sealed it off with a chocolate cake as a braced myself for the cold weather in London.

?and then the wahala began!

After touching down, our captain announced that we had to stay on the tarmac for some time because our terminal was engaged by another flight due to an eventuality at Heathrow. After about 20 minutes, it was all systems go and we finally got out of the plane and made our way to immigrations. I was cleared by a pleasant lady at immigrations, who wished me good luck with my GUBA Award nomination. I thanked her and made my way to collect my luggage.

Since the GUBA Awards was holding in London the following day, I had made prior arrangements to stay with a friend in London for the award ceremony and then move to Luton to stay with my ever generous host, Chris Vincent (the menace at www. ghanacelebrities.com). I got on the underground train and headed to Finsbury Park and later connected to Black Horse Road where my friend was ?supposed? to pick me up. Fortunately I had some little talk time on my UK SIM card so I texted him from the time I arrived at Heathrow to the time I got on the train and also when I connected from Finsbury Park. ?I was a little worried when I never got any replies but I thought my friend was just waiting for me to arrive at Black Horse Station so he would come and get me.

I called immediately when I got to the station and there was no answer. I called? few more times and when there was still no reply I started sending more SMS till I ran out of credit and could only use my free T-Mobile ?call me back? lifelines. I kept waiting in the cold, hoping to have a call or see my friend pop up but nothing happened after an hour. I was tired from the long flight and soon became frustrated, contemplating how I was going to spend the night. The thought of checking into a hotel for the night came to mind but then I wondered how easy it would be with no prior booking and of course whether my wallet would allow it. (LOL)

As I waited for answers, Chris called from Luton to see if I had gotten home safely and to his surprise I was still in the cold at? Black Horse Road station. He suggested that I head to Luton instead and I agreed because it was my best option. I was gutted because if I had gone straight to Luton from the airport I would have been home relaxing by then. I got on the bus and headed to King?s Cross /St. Pancreas and then connected on a East Midlands Train to Luton. Fortunate for me, it was fast track and the first stop was Luton; so my journey seemed shorter than usual. I took notice of that terminal so I would use it whenever I?m heading to Luton. I called Chris when I got to Luton station and he came for me and we stopped by a ?food joint? to grab some doner kebab.? We got home and had some chit chat before heading ?off to bed for some much needed rest. Of course only after I had taken a warm shower.

?.and now the heart break and more wahala

When I woke up, the only thing on my mind was the GUBA Awards; how to make my way to the ceremony, what to wear and of course the big question ? would I win? I spent most of the day watching TV catching up on Xfactor USA and The Xfactor. In order to make it to the awards on time in London, I started getting ready by 4pm so I could catch the 4.45 bus to Luton Town Centre in order to catch a train to King?s Cross. I put on my Kwab Asamoah Kustom Look suit without the regular pants because it is was light and I couldn?t stand the cold around my vital organs down below. Instead I wore the jacket over a pair of black Marks & Spencer jeans.

I made my way to the bus stop by 4.40pm to make sure I didn?t miss the bus. When it was 50 minutes past the hour without any trace of the bus I got worried, and needless to say I was feeling cold.? It appeared that the 4.45 bus wasn?t coming and I had to catch the next bus, which was scheduled for 5.47.? The GUBA Awards was scheduled to start at 6pm, and I wanted to be there on time. Now apparent that I would be late, I was torn between going back to the apartment to rest a bit and waiting at the bus stop in the cold for the next bus. For some strange reason, I chose the latter.

Finally the bus arrived and I made my way to the train station, bought my ticket and headed to King?s Cross. I then connected via the underground and headed to the Vauxhall Train Station.? I then started looking for the City Plaza Hotel, the venue for the GUBA Awards. Luckily I asked for directions from a gentleman who was also heading towards the ceremony and together, we found our way to the venue. Although I was late, the ceremony had not started so I? checked in and made my way to my table.

I was really impressed with the organization of the awards, the seating arrangement was classy and I was fortunate to be seated next to a friend from cyber space, Emily who was also nominated for Best African Fusion Designer for her Bubushiiky brand.? So I wasn?t bored on my table;? we had a good chat as we both waited for? the announcement of winners in our categories. ?Unfortunately neither of us won our category. Myjoyonline won my category and I wasn?t too disappointed at all. I knew I was up against some serious competition, I was just heartbroken because I ?came all the way to UK and didn?t win. And of course I had to deal with the sharp teeth of Chris when I go back to Luton; he told me from the onset that I was wasting my money by coming all the way to the UK for an award that he was almost certain I wouldn?t win.

After majority of the winners were announced I decided to leave the ceremony in order to make it back to Luton on time. Of course I had my eyes set on catching the East Midlands Train for another fast track ride back ?home?. When I got to the Vauxhall Station it was announced that the line connecting to King?s Cross had been closed by the fire brigade and we had to wait for almost 20 minutes before a train finally arrived. I immediately headed to the terminal where I hoped to find the East Midlands service but sadly it was closed and I had to use the long route. Oh what a wahala!

After what seemed like a never ending journey, I finally arrived in Luton. By this time I had stuffed my stomached with the cupcakes which were included in the GUBA Awards gift bag to sweeten my night of ?heartbreak?. ?I called Chris to come pick me up and the first thing he did was to ask whether I was bringing the award home either for myself or for his ghanacelebrities.com, which was also nominated in the same category. I initially answered and the affirmative but after I burst into laughter, he realised there was no win for either of us. I got home and after enduring Chris?s dry humour, I had some rest and prayed that I will at least win the Ghana Fashion Award for Contribution to Fashion, which comes off later in November, ?to wrap up what has nonetheless been a good year. Hint hint Santa!

Well with a few days left in Luton before I return to Ghana, I certainly wish there will be no more eventualities. Waking up one morning to find out my laptop had given up on me, surely should be the last wahala I suffer while in the UK. I had to buy a new laptop which I had not budgeted for, hence affecting my shopping plans. So if I don?t get you a gift when I return to Ghana, don?t blame me; thank God I arrived home sane!

Israel strike kills 11 in Gaza, including children

GAZA CITY, Gaza Strip (AP) ? An Israeli missile ripped through a two-story home in a residential area of Gaza City on Sunday, killing at least 11 civilians, including four young children and an 81-year-old woman, in the single deadliest attack of Israel's offensive against Islamic militants.

A similar scene unfolded elsewhere in the city early Monday, when an airstrike leveled two houses belonging to a single family, killing two children and a woman and injuring 30 others, half of them children, said Gaza heath official Ashraf al-Kidra. Rescue workers were frantically searching for 12 to 15 members of the Azzam family under the rubble.

While the airstrikes relentlessly targeted militant rocket operations, Israeli gunboats unleashed a steady tattoo of heavy machine gun fire and shells at militant facilities on Gaza's coastal road.

The bloodshed was likely to raise pressure on Israel to end the fighting, even as it pledged to intensify the offensive by striking the homes of wanted militants. High numbers of civilian casualties in an offensive four years ago led to fierce criticism and condemnation of Israel.

In all, 77 Palestinians, at least half of them 37 civilians, have been killed in the five-day onslaught. Three Israeli civilians have also died from Palestinian rocket fire.

President Barack Obama said he was in touch with players across the region in hopes of halting the fighting, while also warning of the risks of Israel expanding its air assault into a ground war.

"We're going to have to see what kind of progress we can make in the next 24, 36, 48 hours," Obama said during a visit in Thailand.

U.N. chief Ban Ki-moon urged the two warring parties to achieve an immediate cease-fire. He said he was heading to the region to appeal personally for an end to the violence, but no date was given in the U.N. statement for his arrival.

On the ground, there were no signs of any letup in the fighting as Israel announced it was widening the offensive to target the military commanders of the ruling Hamas group.

The Israeli military carried out dozens of airstrikes throughout the day, and naval forces bombarded targets along Gaza's Mediterranean coast. Many of the attacks focused on homes where militant leaders or weapons were believed to be hidden.

Palestinian militants continued to barrage Israel with rockets, firing more than 100 on Sunday, and setting off air raid sirens across the southern part of the country. Some 40 rockets were intercepted by Israel's U.S.-financed "Iron Dome" rocket-defense system, including two that targeted the metropolis of Tel Aviv. At least 10 Israelis were wounded by shrapnel.

Israel's decision to step up its attacks in Gaza marked a new and risky phase of the operation, given the likelihood of civilian casualties in the densely populated territory of 1.6 million Palestinians. Israel launched the offensive Wednesday in what it said was an effort to end months of intensifying rocket fire from the Hamas-ruled Gaza Strip.

In the day's deadliest violence, the Israeli navy fired at a home where it said a top wanted militant was hiding. The missile struck the home of the Daloo family in Gaza City, reducing the structure to rubble.

Frantic rescuers, bolstered by bulldozers, pulled the limp bodies of children from the ruins of the house, including a toddler and a 5-year-old, as survivors and bystanders screamed in grief. Later, the bodies of the children were laid out in the morgue of Gaza City's Shifa Hospital.

Among the 11 dead were four small children and five women, including an 81-year-old, Gaza health official Ashraf al-Kidra said.

More than a dozen homes of Hamas commanders or families linked to Hamas were struck on Sunday. Though most were empty ? their inhabitants having fled to shelter ? at least three had families in them. Al-Kidra said 20 of 27 people killed Sunday were civilians, mostly women and children.

Sami Abu Zuhri, a Hamas spokesman, said that "the Israeli people will pay the price" for the killing of civilians.

Israel sought to place the blame on militants, saying they were intentionally operating in places inhabited by civilians. The military has released videos and images of what it says are militants firing rockets from mosques, schools and public buildings.

"Hamas is using the Gaza population as human shields," said Brig. Gen. Yoav Mordechai, the chief Israeli spokesman. "They are exploiting crowded residential urban areas."

He acknowledged, however, that it was not clear whether the militant targeted in Sunday's attack was killed, despite earlier claims of success. "I still don't know what became of him," Mordechai told Channel 10 TV.

The prospect of mounting civilian casualties could quickly change the momentum of Israel's operation. Israel launched the offensive on Wednesday with a lightning airstrike that killed Hamas' military chief. Since then, it has carried out a blistering campaign of more than 1,200 airstrikes, targeting suspected rocket storage and launching sites.

Israel also struck two high-rise buildings housing media outlets, damaging the top-floor offices of the Hamas TV station, Al Aqsa, and a Lebanese-based broadcaster, Al Quds TV, seen as sympathetic to the Islamists. Six Palestinian journalists were wounded, including one who lost a leg, the Gaza press association said.

Foreign broadcasters, including British, German and Italian TV outlets, also had offices in the buildings.

Lt. Col. Avital Leibovich, an Israeli military spokeswoman, said the strikes targeted Hamas communications equipment on the rooftops. She accused the group of using journalists for cover.

Israeli officials expressed readiness to take the offensive even further with a ground invasion of Gaza. Israel has mobilized thousands of forces and columns of armored vehicles along the border ahead of a possible incursion.

"The Israeli military is prepared to significantly expand the operation," Israeli Prime Minister Benjamin Netanyahu declared at the start of the weekly Cabinet meeting.

The threats come at an important crossroads ? with a fateful choice between further escalation or agreeing to a cease-fire with Hamas. Israel and the West consider Hamas, which seized control of Gaza in 2007, to be a terrorist group.

Obama and British Foreign Secretary William Hague cautioned against a potential Israeli ground invasion of Gaza.

Obama blamed Palestinian militants for starting the round of fighting by raining rockets onto Israel and said the U.S. supported Israel's right to protect itself. "Israel has every right to expect that it does not have missiles fired into its territory," Obama said.

Hague also said Hamas "bears principal responsibility" for initiating the violence, but made clear the diplomatic risks of an Israeli escalation. "A ground invasion is much more difficult for the international community to sympathize with or support," he said.

A ground operation would carry grave risks, given the likelihood of heavy casualties on both sides. The Israeli offensive into Gaza four years ago left hundreds of civilians dead, drawing fierce international condemnation and war crimes accusations.

Israel says its intelligence and technology have been perfected since then to minimize civilian casualties. But Gaza's crowded urban landscape makes it all but impossible to avoid them altogether, as Sunday's attack in Gaza City illustrated.

"In this case, you can't avoid collateral damage if they position the rockets in densely populated areas, in mosques, school yards," said Israeli Vice Premier Moshe Yaalon. "We shouldn't be blamed for the outcome."

Avihai Mandelblit, a recently retired chief advocate general in the Israeli military, said that from a legal perspective, "there's no immunity to anyone if you put weapons inside of civilian infrastructure."

But he acknowledged the sight of dead civilians could create a public relations debacle for Israel. "As more civilians will get hurt, the legitimacy clock is going to click faster to end this operation," he said.

Obama said he had been in touch with Netanyahu as well as the leaders of Egypt and Turkey as international attempts to broker a cease-fire continued. Egypt, which often serves as a mediator between Israel and Hamas, has taken a leading role in the efforts.

Israeli TV stations said an Israeli envoy traveled to Cairo on Sunday, and was returning to Israel with details of cease-fire proposals. Channel 2 TV, citing American diplomats, said Netanyahu's personal envoy, Yitzhak Molcho, would be headed to Washington in the coming days.

Hamas officials said their supreme leader, Khaled Meshaal, also held talks with Egyptian President Mohammed Morsi, and that Turkish Foreign Minister Ahmet Davutoglu was to visit Gaza on Tuesday.

Israel and Gaza's militant Hamas rulers remain far apart on any terms for a halt to the bloodshed.

Hamas is linking a truce deal to a complete lifting of the border blockade on Gaza imposed since Islamists seized the territory by force. Hamas also seeks Israeli guarantees to halt targeted killings of its leaders and military commanders. Israeli officials reject such demands.

They say they are not interested in a "time-out," and want firm guarantees that militant rocket fire into Israel will end. Past cease-fires have been short lived.
